Widening authority
Why a worker starts narrow, and what has to be true before it is given more.
A new worker starts with less authority than it will end up with. This is not caution for its own sake; it is how the accountable person builds a basis for the decision to widen.
Authority widens on evidence. A class of action moves from the second tier to the first when the approver has seen enough instances of it to be confident the judgement is sound, and can say so on the record.
Authority also narrows. If a class of action starts producing decisions the approver disagrees with, it moves back. Narrowing is not a failure state; it is the control working.
